Taiwan’s Notice on Legal Inspection Requirements for Plastic Puzzles Ground Mat
On 11 August 2025, Taiwan's Bureau of Standards, Metrology and Inspection (BSMI) (經濟部標準檢驗局) of the Ministry of Economic Affairs (MoEA) published a Notice in the Executive Yuan Gazette regarding the “Legal Inspection Requirements for Plastic Puzzle Ground Mat” (經濟部標準檢驗局應施檢驗拼接式軟質發泡地墊商品之相關檢驗規定草案) (referred to as "Notice" hereafter).

Update of the Toy Inspection Programme
Due to the re-categorisation of “Puzzle Mats”, the entire Legal Inspection Requirements for Toys have also been amended under this Notice. “Puzzle Play Mats” are now proposed to be excluded from the Legal Inspection Requirements for Toys, and only a "Declaration of Conformity" will be required.
A comparison table of the draft amendments to the relevant inspection regulations for toy products (經濟部標準檢驗局應施檢驗玩具商品之相關檢驗規定修正草案對照表) is attached to the Notice. The comparison table is partially reproduced below, highlighting that “Puzzle Play Mats” (拼接玩具墊) are no longer included in the list of “Legal Inspection Requirements for Toys”.

Effective Date
As of 1 July 2026, “Puzzle Play Mats” (原屬兒童玩具之拼接玩具墊) will be re-categorised as “Plastic Puzzle Ground Mat” (拼接式軟質發泡地墊) and the inspection requirement will changed to a
“Declaration of Conformity.” Other products that remain under the “Legal Inspection Requirements for Toys” must still comply with the requirements of Module 2 and Module 3.
