China Plans to Include Toys for Control in Lithium-ion Cells & Batteries

On 11 November 2025, the China's Ministry of Industry and Information Technology (MIIT) 工业和信息化部 announced a public consultation on the proposed amendment to the national standard GB 31241-2022Lithium-ion cells and batteries used in portable electronic equipments-Safety technical specification” (便携式电子产品用锂离子电池和电池组安全技术规范) to include Toys as its “Part 4” (4部分:玩具). 

 

Scope

This new Part 4 specifies the safety requirements and test methods for lithium-ion cells (电池) and batteries (电池组) used in toys with a maximum output voltage not exceeding 24 V DC. It also covers those used in similar children’s and infant products designed or intended for use by children under 14 years of age.
