Vietnam Approves the Decree on Product Quality and Product Labelling

On 23 January 2026, The Ministry of Science and Technology (MOST) of Vietnam published and approved Decree No. 37/2026/ND-CP, detailing certain articles and implementation measures of the amended Law on Product and Goods Quality(Law No. 78/2025/QH15).

 

The Decree provides specific provisions and guidance for implementing the revised Law on Product and Goods Quality (Law No. 78/2025/QH15), including requirements on quality management, traceability, labelling, conformity assessment, risk‑based oversight, and the application of digital technologies.

 

Significance

·         The Decree applies to organisations and individuals engaged in production, trading, import/export, and all activities related to product and goods quality in Vietnam.

·         It encourages the use of technology platforms to support traceability, including barcodes, QR codes, and other digital identifiers.

·         Mandatory labelling information (e.g., product name, responsible entity, origin) must be presented in Vietnamese. Digital data carriers may be used to support traceability and access to product information (Appendix 1).

·         Quality management is conducted on a risk‑based approach. Products and goods are classified by risk level to support management, inspection, and supervision activities.

·         Products and goods circulating on the Vietnamese market must comply with applicable technical regulations, standards, and legal quality requirements.

o    Manufacturers and importers are responsible for conducting or arranging conformity assessment before products are placed on the market, and for ensuring the accuracy and validity of conformity documentation.

o    Conformity assessment may be performed through self‑assessment or self‑declaration where permitted, or through certification and testing by designated or recognised conformity assessment organisations where required.

 

Appendices

The Decree includes the following appendices:

  •          Appendix 1: Additional mandatory information to be displayed on original and electronic labels, depending on the nature of the goods
  •          Appendix 2: Requirements for recording the quantity of goods
  •          Appendix 3: Requirements for recording production dates, expiry dates, and other relevant time indicators
  •          Appendix 4: Requirements for recording ingredients and quantitative composition
  •          Appendix 5: Methods for recording technical specifications, information, and hygiene and safety reports
  •          Appendix 6: Risk assessment methodology

 

Product Scope

Following items are those may relate to children's products or sport equipment, extracted from the full list of products detailed in Appendix 1 of the Decree.

  • Textile, garment, leather, and footwear products
  • Plastic and rubber products
  • Paper, cardboard, and carton
  • Teaching aids, learning supplies, and stationery
  • Musical instruments
  • Sports equipment and fitness machines
  • Ceramic, porcelain, and glass products
  • Handicrafts and fine art products
  • Household goods and non-electric household appliances
  • Postal, telecommunications, information technology, and network security equipment; electrical and electronic devices; and refurbished information technology products
  • Bicycles
  • Eyeglasses
  • Watches
  • Diapers, sanitary pads, face masks, cotton pads, cotton swabs, and toilet paper
  • Wet wipes
  • Helmets for motorcycles, motorbikes, electric bicycles, electric motorcycles, and motorised bicycles
  • Electric bicycles, electric motorcycles, and motorised bicycles

 

Effective Date

23 January 2026. Products manufactured, imported, or sold before the effective date may continue to circulate until their labelled expiry date. Pre‑printed labels and packaging compliant with previous labelling regulations may continue to be used for up to two years from the effective date.
