India Extends Concurrent Running Period of IS 9873 Part 1 and Updates Product Manual for Toy Safety

On 30 January 2026, the Central Marks Department-II of the Bureau of Indian Standards (BIS) issued the following two Circulars:

CMD-2/16: IS 9873(Part 1)

Subject: Extension of the period of concurrent running of IS 9873 (Part 1): 2019 and IS 9873 (Part 1): 2025 - "Safety of Toys Part 1 Safety Aspects Related to Mechanical and Physical Properties – Specification".

Summary:

• IS 9873 (Part 1): 2019 has been revised to IS 9873 (Part 1): 2025 - "Safety of Toys Part 1 Safety Aspects Related to Mechanical and Physical Properties"
• The modification in the revised ISS includes the location of the warning, which may require manufacturers to revise their existing packaging labels and modifications in the requirements of some varieties of toys
• The concurrent running of IS 9873 (Part 1):2019 and IS 9873 (Part 1):2025 has now been extended up to 22 March 2027

Product Manual (PM/9873/13 January 2026)

This Product Manual for Safety of Toys Part 1 "Safety Aspects Related to Mechanical and Physical Properties – Specification according to IS 9873" (Part 1,2,3,4,7,9,10,11 and IS 15644) shall be used as reference material by all Regional/Branch Offices & licensees to ensure uniformity of practice and transparency in operation of certification under Scheme-I of BIS (Conformity Assessment) Regulations, 2018.

This Product Manual describes the updated Standards and their amendments:

• IS 9873 (Part 1): 2019 updated to IS 9873 (Part 1): 2025, Amd-Nil Safety Aspects Related to Mechanical and Physical Properties
• IS 9873 (Part 2): 2017 updated to IS 9873 (Part 1): 2025, Amd-Nil Flammability
• IS 9873 (Part 3): 2020 updated to IS 9873 (Part 3): 2020, Amd- 01 Migration of Certain Elements
• IS 9873 (Part 4): 2017 updated to IS 9873 (Part 4): 2017, Amd- 01 Swings, Slides and Similar Activity Toys for Indoor and Outdoor Family Domestic Use
• IS 9873 (Part 7): 2017 updated to IS 9873 (Part 7): 2017, Amd- 01 Requirements and Test Methods for Finger Paints
• IS 9873 (Part 9): 2017, Amd- Nil (No change) Certain Phthalates Esters in Toys and Children’s Products
• IS 9873 (Part 10): 2024, Amd- Nil (Newly added) Experimental Sets for Chemistry and Related Activities
• IS 9873 (Part 11): 2024, Amd- Nil (Newly added) Chemical Toys (Sets) other than Experimental Sets
• IS 15644: 2006 updated to IS 15644: 2006, Amd- 01 Safety of Electric Toys

Effective Date

The standards shall come into force with immediate effect, and the date of withdrawal of IS 9873 (Part 1): 2019 is 22 March 2027.
