EU Updates the Harmonised Standards for the Toy Safety Directive

On 14 September 2026, the European Commission published the Implementing Decision (EU) 2026/2032 in its Official Journal (OJ). This new Decision amends the former Decision (EU) 2023/740 (Previous Decision) as regards EU harmonised standards for:

  • Experimental sets for chemistry and related activities,
  • Formamide in foam toy materials and certain chlorinated phosphorus flame retardants in toy materials.

 

Amendments

Due to the updates in the relevant EN Standards, the Annex to the Previous Decision is amended as follows:

  1. Row 4 is deleted;
  2. Row 4a is inserted, and rows 12 and 13 are added – with the following details:

Significance

This Implementing Decision implies a formal citation of the above-mentioned standards in the OJ for the EU Toy Safety Directive 2009/48/EC (TSD) and compliance with them (and other relevant cited standards) confers a presumption of conformity with the corresponding essential requirements set out in the Directive for CE marking.

 

Effective Date

14 September 2026, the publication date of this new Implementing Decision.
