Motorcycle Helmets, Electric Blankets and Electric Bicycles Now Included in the Scope of China Compulsory Certification (CCC)

On October 12, 2017, the Certification and Accreditation Administration of the People’s Republic of China (CNCA) announced that motorcycle helmets, electric blankets, and electric bicycles were taken from voluntary certification into the scope of China Compulsory Certification (CCC).

During the transition period from November 1, 2017 to July 31, 2018, companies already holding a valid manufacturing license for motorcycle helmets and electric blankets can renew it with a CCC certificate for the relevant products.

From November 1, 2017, the authorities were no longer accepting applications for manufacturing licenses for motorcycle helmets and electric blankets. Companies not holding a valid manufacturing license for motorcycle helmets and electric blankets can apply for CCC instead.

Motorcycle helmets and electric blankets manufactured or made for sale within the license period on or before November 1, 2017 may remain in sale or be used in other business activities. Manufacturing licenses and CCC certification are both in operation during the transition period; relevant products shall continue to be manufactured, sold, or used in other business activities under a valid manufacturing license or CCC certificate before July 31, 2018.

Imported motorcycle helmets and electric blankets that still have not been certified as CCC-compliant by August 1, 2018 shall not be imported. Electric bicycles are currently still administered under manufacturing licensing. Specific arrangements concerning their transition to compulsory certification shall be announced separately.
