UK Updates Designated Standards for Toys Safety Regulations

The UK's “Department for Business and Trade” published a Notice ref. 0084/23 on 2023-06-22, to update the references to standards for toys in support of the Toys (Safety) Regulations 2011 (S.I. 2011/1881), for England, Wales and Scotland.

 

Changes

This amendment is on row 9 of the previous Notice (0063/22).  The updated standard is now updated to:EN 71-13:2021+A1:2022 “Safety of toys – Part 13: Olfactory board games, cosmetic kits and gustative games”. The latest list of standards is summarized as below:

Notes:

  1. The interpretation of clause 7 of the standard should be taken to require that test portions should not be made up of combined materials prior to the migration and analysis stages of the test.
  1. The limit values in point a) of Table 2 of clause 4.2 of the standard ‘EN 71-12:2016 Safety of toys — Part 12: N-Nitrosamines and N-nitrosatable substances’ are lower than the limit values to be complied with set in point 8 of part 3 of Schedule 2 to S.I. 2011/1881. In particular, those values are as follows:

Effective Date:

The proposal to amend the list of designated standards for Toys had already been published in May, and in view of the absence of objection, the references to designate the updated list had already come into effect as from 22 June 2023.
