China Compulsory Certification

What is CCC?
CCC is the abbreviation for "China Compulsory Certification", which was established by the "Certification and Accreditation Administration of the People's Republic of China" (CNCA) based on the "Compulsory Product Certification Regulations"

Currently, there are a total of 17 categories of products listed in the scope of the CCC certification, including: low voltage electrical equipment, audio and video apparatus, toys and children's ride-on products, etc. These designated products must first be CCC certified before they can be sold in China, or shipped out from the factory and imported into China.

CCC certification requirements for toys and children's ride-on products have come into effect from June 1, 2007, indicating all toy products within the scope of CCC certification have to be tested as compliance by the appointed testing laboratories and affixed with the CCC mark accordingly before they can be imported, or made available in China for sales.

Electric Toys

Toys designed or intended for children under 14 years of age where at least one function requires the use of electrical energy, including a variety of toys of different materials, such as electric toys, sound and video toys, and lighting toys.

Plastic Toys

Toys designed or intended for children under 14 years of age and the main part of the toy is made of plastic.  Such toy products are not designed to bear the mass of children and are non-electrical, such as static and dynamic plastic toys.  Inflatable toys, mouth-actuated toys, stationery toys, and water toys, etc, are excluded from the scope.

Metal Toys

Toys designed or intended for children under 14 years of age and the main part of the toy is made of metallic material, not designed to bear the mass of children and are non-electrical.  Such toys include static and mobile metal toys but excluding inflatable toys, mouth-actuated toys, and stationery toys, etc. 

Ride-On Toys 

Vehicle toys designed or reserved for children to ride and play, including toy bicycles, electric toy cars and other vehicle toys, excluding scooters.

Lead Time and Sample Size for CCC Application 

If all documents listed are ready for submission, the application process normally takes 40 to 60 days for each application unit.  An application unit may consist of a single item or a series of items under same product category and of similar design, function and characteristics.  Each application unit, for toys, at least 4 sets of the main product and 2 sets of deviated products are needed.  For ride-on toys, at least 2 sets of the main product and 1 set of deviated products are needed.  Actual testing items in details will be specified on the "Notification of Sample Submission" issued by the Certification Body.

One-Stop CCC Services

STC (Hong Kong Standards and Testing Centre) was established in 1963 and is headquartered in Hong Kong. It is an independent, non-profit testing, inspection and certification organization providing customers with one-stop professional compliance testing services and assisting customers from all over the world to enter into the global market.

As a multinational organization, STC has established laboratories in major cities and regions such as Dongguan, Guangxi, Shanghai, Changzhou in China. Our global network has also been extended to Germany, the United States, Vietnam and Japan, to test for a wide range of products.

As early as 2012, STC became the first third-party laboratory in Hong Kong that is recognized for CCC testing. Subsequently in 2014, STC (Dongguan) Company Limited - the flagship branch of STC in China - successfully became the first China's non-Governmental CCC designated laboratory, to provide complete CCC toys testing service. In 2017 and 2019, STC (Dongguan) was successfully expanded its CCC testing scopes to cover information technology equipment, luminaires, audio/video equipment and decorative equipment. Furthermore, it was successfully accredited as a CCC designated laboratory for ride-on-toys (all items).
